Study on the Rationalization of Functions of Voluntary Health Agencies


Abstract
I had reported two times the results of the fundamental server in 1987 and the advanced survey in 1988 on the annual year report of our NIH already : and analysed the data from 120 health agencies(29 main agencies and 91 branches) among 512 agencies(59 main agencies and 453 branches)in 1989, designed the organizational models and the functional development policies, and the outline of these results were as follows :
1. According to the baseline laws and regulations for the foundation of health agencies, 55 agencies among 59 clientel agencies were founded by the civil code, 38 agencies were founded by the health relevant law or regulation, 43 agencies depended on the duplicated laws and other 16 agencies depended on the single law.
2. According to the membership of health agencies, mose health service associations were permitting to attend freely as member which approved the relevant services and paid the membership fee, and the other way, public health personnel associations were enforcing endearance by the licenses or qualifications, but health business corporations were taking mixed types of voluntary freely or compulsory enforcement of admission.
Most important rights of membership were the suffrage and the eligibility of the agency representatives, and the important responsibilities were the payment of membership fee and the observance of agency regulations, and so on.
Regulations of morale promotion and violation punishment in order to manage the membership were to be provided by the articles of health associations.
3. International activities of our Korean people is very important in the areas of political, economic, social and cultural fields and our Korean health concerned associations also have to be participated in the relevant international health agencies.
Our Korean health associations which responsed to relate in mutual cooperations with tile relating international associations were Korean Medical Association, Korean Dentist Association, Korean Oriental Medical Association, Korean Nursing Association, Korean Association of Hospitals, Korean Association of Pharmaceutical Manufacturing, Korean Association of Dental Hygienists, and Korean Institute of Oriental Medicine.
4. Considering about the organizational structures ol health associations, most of associations had one president and 2 to 6 vice presidents, and the number of directors was 6 to 30 Persons in the case of 88%(ie 36 agencies among responsed 41 associations).
Some associations had seperated the president of association and the director general of the board of directors, but most of agencies had the same person of president and director general.
Many health associations had the committees, static committees, ad hoc committees, sub committees and the learned societies (scientific academies)
5. I designed the models by the developing stages, that is to say, I classified four kinds of model by the early stage, the intermediate stage, the developing stage and the stage of maturity.
Especially concerning about the formation or the revision of health agencies organizations, we have to be considering about the appropriate size and suitable directors or members of health associations or health cooperations, including the president, vice president, directors and director general of the board of directors, auditing supervisors, scientific societies, committees(static or ad hoc committees as well as sub committees), branches of regions or fields, affiliated facilities, that is to say, research and development institutes, training institutes, information management institutes(including computer room, library, data bank, etc), health and medical facilities and other societies, and the organization of executive general affairs bureaus of departments including the functions of the general affairs, the personnel management, the financial management, planning and organization, cordination and evaluation, research and surveilances, training and direct services for the people and so on.
6. In order to rationalize the functions of health agencies, I suggest to establish four federations of health associations in the fields of the public health services affairs, sanitary affairs, medieval affairs and pharmaceutical affairs, in the other way, we are able to establish three federations by the association of health services, health personnel and health business, further more I recommend to be considering about the comprehensive confederation of health agencies which has to be provided the general management and functional development in nation wide, and I thinks the Korean Association of Public Health have to be incharge of this important responsibilities in future.
